To authorize the board of managers of the capitol building to enter into possession of certain lots and parcels of ground, heretofore donated to the state of Colorado for capitol building purposes, and to institute suits and legal proceedings for the recovery of the possession thereof, and to test the validity of the title of the state thereto, where such possession or tittle is denied or disputed.
